The Arbitration Court of the Kamchatka Territory has ruled in favor of the federal environmental watchdog Rosprirodnadzor, ordering the company Reshenie + to pay 2.25 million rubles for soil contamination. The company leases a plot near Berezovaya Street in Petropavlovsk-Kamchatsky, where an inspection revealed an illegal dump of demolition waste, reinforced concrete scrap, and obsolete electrical equipment covering an area of 3,285 square meters.
Following the inspection, the company was issued a formal warning and a demand for compensation. When the funds were not paid voluntarily, the environmental agency filed a lawsuit. The defendant did not dispute the existence or the dimensions of the dumping site but argued that the concrete scrap had been transported to the location as construction material intended to reinforce a foundation and mitigate soil waterlogging.
The court rejected this defense, emphasizing that tenants must utilize leased land without causing environmental harm. No evidence was provided to show that the concrete scrap had been processed into a secondary resource or transferred to a specialized waste management organization. Additionally, class IV–V hazardous line insulators were discovered on the site, materials that are strictly prohibited for use in foundation construction. The court consequently ordered the payment of the 2.25 million ruble fine alongside a 92,500 ruble state fee. The ruling is subject to appeal.
