City Administration Fined for Illegal Dump Near Babya Bay

The Arbitration Court of Kamchatka Krai has upheld a lawsuit filed by the Federal Service for Supervision of Natural Resources against the Petropavlovsk-Kamchatsky administration, ordering the recovery of 104,346 rubles for soil degradation caused by an unauthorized landfill.

During an inspection conducted in November of last year, environmental specialists examined a site along Industrialnaya Street situated within the water protection zone of Babya Bay. Located 65 meters from the shoreline, the 110-square-meter dump contained assorted debris, including marine rigging waste, cardboard, polyethylene packaging, discarded wood, rubber products, plastic crates, ferrous scrap metal, reinforced concrete, and automobile tires.

Because the land parcel is undemarcated – lacking specific private ownership – local municipal authorities are legally responsible for its maintenance. The court determined that the administration failed to implement sufficient protective measures, thereby permitting environmental contamination. The judicial ruling concluded that the ecological harm resulted directly from administrative inaction. The municipality did not submit any alternative financial calculations to contest the damages, prompting the court to recover the penalty in its entirety.

The judicial decision has now entered into legal force.
