An inspection of cargo operations at the Petropavlovsk-Kamchatsky seaport has revealed a shipping company handling coal without the necessary permits. The operator was conducting coal transshipment activities at the Ossora site entirely outside the established regulatory framework.
Authorities held the organization administratively liable for the violation, imposing an initial fine of 200,000 rubles. The financial penalty alone did not prompt the company to secure the required documentation – a failure that led to further regulatory intervention.
Legal action was subsequently initiated to compel the organization to obtain the appropriate operating license. The court ruled in favor of the mandate, requiring the company to legalize its operations. Moving forward, all coal transshipment activities at the site must proceed in full compliance with statutory requirements.
