Since the start of the salmon fishing season in Kamchatka, more than 6,000 electronic permits for recreational fishing have been issued. The transition of the permit issuance system to a digital format on the regional public services portal allows authorities to monitor the volume of harvested biological resources, while fishermen – without the need to physically visit administrative offices – gain direct access to fishing grounds.
More than twenty designated areas are currently open for recreational fishing across the Yelizovsky, Ust-Bolsheretsky, Tigilsky, Sobolevsky, and Milkovsky districts. Nine regional fishing companies operate these sites. A system of preferential tariffs is available for local residents and citizens with temporary registration during the document processing phase.
The high demand for the remote service increases the transparency of quota distribution. This electronic mechanism generates a unified database tracking the number of fishermen at specific water bodies and streamlines the collection of statistical data.
Strict reporting remains a key requirement of the system to ensure the conservation of the Pacific salmon population. Users must remotely close their permits on the day they access the river, prior to the end of operations at their selected fishing site. The rapid analysis of this data enables a more accurate assessment of catch volumes and helps regulate the anthropogenic load on the peninsula’s ecosystem.
