The Commission for the Regulation of Harvesting of Anadromous Fish Species has designated 30 traditional salmon fishing sites for the Indigenous peoples of the North in the Kamchatka region. Indigenous communities are permitted to use net fishing gear to harvest Pacific salmon during the standard periods established for recreational and commercial net fisheries.
Special conditions apply to the Avacha Gulf, including Avacha Bay and the Avacha River, where other forms of net fishing remain closed. Traditional fishing in this area is permitted during two seven-day periods. The first period runs from July 25 – 31 inclusive, with a complete restriction on night fishing. The commission will determine the dates for the second seven-day period based on the progression of the salmon spawning run.
The comprehensive list of locations and specific regulatory conditions for traditional fishing operations is managed by the North-Eastern Territorial Department of the Federal Agency for Fishery.
In the Karaginsky, Olyutorsky, and Penzhinsky districts, alongside the Tigilsky and Aleutsky areas, Indigenous populations are authorized to harvest salmon outside the specifically designated zones. This authorization permits fishing activities along nomadic migration routes, at temporary camps, and near intermediate reindeer herding bases.
