Authorities in Kamchatka are investigating the alleged illegal disposal of construction waste in the village of Milkovo. The inter-district environmental prosecutor’s office launched an inquiry following reports that a contractor is burying debris at the site of demolished buildings – rather than transporting it to a designated landfill.
Specialists from the regional Ministry of Natural Resources and Ecology conducted an on-site inspection to assess the situation. Prior to visiting the site, the department analyzed the project documentation and subsequently deployed drones during the field inspection. Aerial photography provided a comprehensive overview of the site, although confirming or refuting the presence of buried waste is currently impossible. The entire demolition area remains heavily covered with remnants of building structures.
Despite this limitation, the inspection has already identified concurrent violations of environmental and construction standards. Government contractors frequently attempt to reduce logistical expenses, even though these transportation costs are explicitly included in the initial budget estimates. By leaving debris at the demolition site, companies seek to unjustifiably increase their profit margins.
The regional environmental ministry plans to monitor the contractor’s operations closely until the completion of the contract. Officials are prepared to implement instrumental monitoring methods, including the excavation of test pits to uncover any concealed layers of waste. Further regulatory actions will be determined once the physical condition of the site is fully evaluated against the original project requirements.
