The introduction of limits on the transport of unmarked red caviar in air passenger luggage has become the primary mechanism for deterring illegal fishing in the Kamchatka Krai. Regional authorities recognize this measure as the most effective strategy against the shadow bioresource market in recent years. Previously, illicit networks systematically employed citizens as couriers to transport commercial quantities of the delicacy off the peninsula under the guise of personal belongings.
Regional Governor Vladimir Solodov confirmed that strict baggage control has directly impacted the volume of illegal salmon fishing. The restriction on transporting caviar in personal luggage currently serves as the main operational tool, while authorities continue developing mechanisms to ensure strict penalties for violators.
The regulatory experiment was launched on the peninsula in November 2022. Under current regulations, an individual is permitted to carry a maximum of ten kilograms of salmon caviar without factory packaging and accompanying documentation on an aircraft. This restriction applies to both hand luggage and checked baggage – the quota is enforced on all domestic flights.
Closing off this popular logistical channel has increased the operating costs of illicit supply chains and significantly reduced the profitability of illegal fishing. Following the proven effectiveness of the Kamchatka practice, the federal government has extended similar requirements to the Khabarovsk Krai and the Chukotka Autonomous Okrug. This special transportation protocol for seafood products will remain in effect until at least August 2027.
