The Kamchatka Territory Arbitration Court has ordered the Ust-Bolsheretsk District Administration to pay 10.3 million rubles for soil pollution.
In July 2024, the federal environmental watchdog Rosprirodnadzor inspected the shore of the Sea of Okhotsk near the settlement of Oktyabrsky. An illegal dump – consisting of scrap metal, construction debris, and vehicle repair waste – was discovered in the coastal zone. The discarded materials occupied more than 11,000 square meters along the shoreline.
The district administration argued that the debris was intended as construction material for coastal reinforcement. The court rejected this defense, citing local authorities for negligence and inaction regarding the environmental hazard. The financial penalty was enforced in full, and an appellate court has since upheld the original ruling.
