Kamchatka Authorities Confront Illegal Dumping in Protected Waters



Petropavlovsk-Kamchatsky, Russia – Authorities in the far eastern Russian city of Petropavlovsk-Kamchatsky have issued a stern directive for the immediate removal of construction debris illegally dumped within a vital water protection zone near a local bay. The incident, involving a contractor engaged in demolition work, has sparked a multi-agency investigation and underscored the region’s commitment to environmental preservation and the rule of law.

Andrey Vorovsky, the acting head of Petropavlovsk-Kamchatsky, initiated the probe after it was discovered that a contractor, responsible for demolishing a building on Ryabikovskaya Street, had flagrantly breached its contractual obligations by offloading debris directly into a prohibited area. This illicit dumping poses a significant and immediate threat to the delicate ecosystem of the bay, an area specifically designated for environmental protection due to its ecological sensitivity.

During an urgent onsite inspection, Mr. Vorovsky instructed the city’s Control Department to meticulously document the full extent of the violations and prepare an official appeal to the prosecutor’s office. Concurrently, the Capital Construction Department is tasked with pursuing all contractual claims and penalties against the offending contractor, signaling the city’s unwavering resolve against environmental misconduct and contractual breaches.

Alexander Sashenkov, Deputy Head of the city, further elaborated on the serious legal ramifications awaiting the perpetrators. He confirmed that evidence gathered would be promptly forwarded to the environmental prosecutor’s office, the ecological inspectorate, and Rosprirodnadzor, Russia’s federal service for natural resource supervision. These formidable agencies are mandated to calculate the precise environmental damage inflicted by the illegal waste disposal, which is expected to lead to severe administrative penalties for the violators. Should the environmental harm prove substantial, the case could escalate to investigative bodies for potential criminal charges.

Specialists are currently on site, meticulously assessing and measuring the volume of the illegally dumped waste. The contractor has been unequivocally mandated to transport all refuse to a certified, specialized landfill and to rectify all environmental violations without delay.
