The first meeting of the working group on the free fishing of pink salmon for personal consumption took place in Kamchatka. A proposal was made to allow free fishing in the Ust-Bolsheretsky district as an experiment.
One of our countrymen asked the governor of the Kamchatka Territory, Vladimir Solodov, to introduce free salmon fishing standards for the population during a live broadcast by the head of the region on June 26. On behalf of the Governor, a working group was set up to develop a mechanism for granting citizens the right to catch pink salmon for personal consumption free of charge.
The first meeting of the working group was held in the Legislative Assembly of the Kamchatka Territory, chaired by its speaker Irina Untilova.
The meeting was attended by the Minister of Fisheries of the region Andrey Zdetovetsky, Deputy Chairman of the Government of the region Nikolay Kiselyov, First Deputy Chairman of the Legislative Assembly Andrey Kopylov, Chairman of the Legislative Assembly Committee on Environmental Management Dmitry Timofeev and his deputy Roman Litvinov, head of the Northeastern Fishery Yuri Tatarinov, head of Kamchatka Nina Shpigalskaya, heads of fishing enterprises of the region.
“At the first meeting of the working group, we heard opinions on this issue from the Ministry of Fisheries, Science and fisheries. We also got acquainted with the experience of other Far Eastern regions where free fishing is used. There were different opinions, but the participants of the working group agreed on one thing: free does not mean uncontrolled. Control is needed primarily because there is a threat of a sharp increase in poaching with free fishing,” Irina Untilova said.
At the meeting, a proposal was made to experiment with free fishing at sites in the Ust-Bolsheretsky district.
“This experiment is proposed in order to identify the level of demand for this type of fishing. Of course, residents would like to fish in those rivers that are, figuratively speaking, near their home. However, it is extremely important to take all circumstances into account.: the condition of rivers, their abundance of fish, etc. Therefore, the opinion of scientists is extremely important when choosing fishing sites. According to Nina Shpigalskaya, the head of the KamchatNIRO, scientists have been noting for many years the depressive state of Pacific salmon populations, for example, in such “domestic” rivers as the Paratunka and Avacha, which does not allow using the waters of the Avacha Bay for experimental purposes. Therefore, the Ust-Bolsheretsky district, a site on the Bolshaya River, is being considered for the experiment,” explained the chairman of the Legislative Assembly.
Irina Untilova noted that the discussion of the issue will be continued at the next meetings of the working group.
